Who qualifies for the Step-Up Grant
Married couples or families who have taken exactly one housing subsidy may qualify. The current flat type determines which next flat is eligible: owners of 2-room Standard flats bought from HDB after October 2024 or bought on the open market with CPF housing grants can buy a 3-room flat; owners of 2-room unclassified flats in non-mature estates can similarly upgrade to 3-room; and public rental tenants can buy a 2-room Flexi or 3-room Standard flat, or a 2-room Flexi or 3-room unclassified flat in a non-mature estate, from HDB, or a 2-room or 3-room Standard or unclassified non-mature-estate flat on the open market. Applicants and/or their core members must have worked continuously for at least 12 months, 2 months before the HFE letter application, and be working at the time of the HFE letter application. Income ceiling and remaining lease
The average gross monthly household income over the 12-month period must not exceed S$8,000. For resale flats, the remaining lease must be more than 20 years and sufficient to cover the youngest core member to age 95. Applicants and occupiers must not own or have an interest in any local or overseas private residential property, and must not have disposed of such property in the 30 months before the HFE letter application. Grant use
The grant is credited to CPF Ordinary Accounts of eligible SC and SPR members based on their ownership shares. It can offset the purchase price or reduce the required housing loan. Occupiers cannot use their CPF savings or grants for the purchase or loan servicing. HDB, Step-Up CPF Housing Grant (opens in a new tab).
