Distinguish debt from borrowing capacity
The ATO administers HELP debt repayments. Study Assist distinguishes the debt owed from the available HELP balance, which describes remaining borrowing capacity. They are different account measures. Study Assist debt records (opens in a new tab).
The debt account itemises loans, indexation and repayments. Provider reporting and transfer checks can delay a new loan appearing at the ATO; the account and provider notice describe different stages. Study Assist debt records (opens in a new tab).
Separate payroll withholding from assessment
Amounts withheld from pay for HELP are applied when the tax return is lodged, rather than immediately reducing the debt account. The ATO determines the annual compulsory repayment through the tax system. Study Assist repayment guidance (opens in a new tab).
Repayment income includes more than employment pay. A difference between withholding and the assessed repayment can leave an amount payable or returned through the tax return. This guide calculates neither. Study Assist repayment guidance (opens in a new tab).
Understand what a voluntary payment changes
Voluntary repayments reduce HELP debt once processed by the ATO. They are additional to compulsory repayments, are not refundable and do not count towards or reduce the compulsory repayment. Study Assist repayment guidance (opens in a new tab).
This article provides no repayment recommendation or threshold table and does not model the effect of a voluntary payment.
Keep overseas notification and income reporting separate
Study Assist says a planned overseas stay of 183 days or more in any 12-month period requires notification to the ATO. Notification uses ATO online services through myGov. Study Assist overseas obligations (opens in a new tab).
Moving overseas does not remove HELP repayment obligations. Study Assist states that worldwide income must be reported for the financial year by 31 October each year. The ATO then issues a repayment notice; reporting and payment are separate steps. Study Assist overseas obligations (opens in a new tab).
Read indexation as its own account entry
The ATO applies HELP indexation on 1 June each year to debt older than 11 months. Study Assist describes an annually changing rate based on the lower of CPI or WPI. Study Assist indexation guidance (opens in a new tab).
This guide does not forecast an indexation rate, apply a debt reduction, resolve hardship relief or calculate an overseas repayment. Its scope is HELP records and processes, not other student-loan schemes.
