BSD applies to the property acquisition
Buyer’s Stamp Duty is based on the higher of the purchase price and market value. A citizen buying a first residential property still pays BSD; BSD does not depend on the buyer's nationality or the number of properties owned. It is separate from ABSD. Stamp duty is set by the Stamp Duties Act and administered by IRAS. IRAS, Buyer's Stamp Duty (opens in a new tab).
The current progressive residential bands
For acquisitions on or after 15 February 2023, residential BSD applies at 1% on the first S$180,000, 2% on the next S$180,000, 3% on the next S$640,000, 4% on the next S$500,000, 5% on the next S$1,500,000 and 6% on the remainder. Each rate applies only to its slice of value. BSD is rounded down to the nearest dollar, with a minimum duty of S$1. IRAS, Buyer's Stamp Duty (opens in a new tab).
Citizen ABSD is a separate charge
Under the ABSD table applying on or after 27 April 2023, ABSD is not applicable to a Singapore Citizen buying a first residential property, while the rate for a citizen buying a second residential property is 20%. The earlier second-property rate does not apply to a purchase governed by the current table. ABSD also uses the higher of price and market value. IRAS, stamp duty rates (opens in a new tab).
